Prosecutor’s Office Announces Morris County Violent Crime Initiative Results in 22 Arrests

Acting Morris County Prosecutor Fredric M. Knapp, Morristown Police Chief Peter Demnitz,
Roxbury Police Chief James Simonetti, Mount Olive Police Chief Mark Spitzer, Florham Park Police
Chief Patrick Montuore and New Jersey State Police Colonel Rick Fuentes announce the arrest of
22 individuals during an initiative to combat violent crime in Morris County.

The multi-agency, five-month long investigation, was initiated based upon criminal information that
revealed an increase in violence related to gang activities and open-air drug dealing in various
areas of Morris County.  Known members and associates of local street gangs and drug dealers,
who had a history of such behavior, were identified as the alleged perpetrators of this illegal
activity.

Pursuant to the Morris County Violent Crime Initiative, a task force was formed to undertake this
investigation.  The task force was comprised of investigative and legal staff from the Special
Enforcement, Major Crimes, Fugitive and Intelligence Units of the Morris County Prosecutor’s Office,
along with municipal task force officers from the Morristown, Roxbury, Mount Olive and Florham Park
Police Departments, and the New Jersey State Police (who have jurisdiction in Victory Gardens). 
The focus of the Violent Crime Initiative was the alleged violent gang members and drug dealers,
as well as their criminal associates, who were adversely affecting the quality of life in Morris
County.

The Violent Crime Initiative identified significant targets and then aggressively investigated and
documented their illegal activities.  As the result of tenaciously applying various investigative
techniques, coupled with exemplary inter-agency cooperation, the Morris County Violent Crime
Initiative arrested and charged 22 individuals who were allegedly conducting their illegal
activities in residential areas of Morristown, Dover, Victory Gardens and Wharton.  Of the 22
defendants charged, 19 were identified as violent offenders, in that they had prior arrests and/or
convictions for violent crimes.  In addition, of the 22 defendants charged, 9 were classified as
gang members while 10 were identified as gang associates.

Acting Prosecutor Knapp stated, “Under my administration, it is a priority of the Morris County
Prosecutor’s Office, and those law enforcement agencies committed with us, to aggressively
investigate and prosecute those individuals who promote violence in our communities, either
through specific acts of violence or by associated behavior such as the distribution of illegal
drugs.  These arrests clearly exemplify the tremendous impact of law enforcement agencies
cooperating to better protect the people of Morris County.”

As a result of this initiative, the following individuals were charged as follows.

On April 12 and 16, 2013, the following subjects were arrested by members of the Violent Crime
Initiative, Dover Police Department and New Jersey State Police for an alleged stabbing aggravated
assault that occurred on July 29, 2012, in Victory Gardens, N.J.

On April 10, 2013, known street gang members, one with an outstanding arrest warrant for violation of
probation, were observed during a surveillance operation congregating in an apartment on Flagler Street in
Morristown, N.J. Members of the Violent Crime Initiative conducted an investigation that resulted in the arrests of 4 violent offenders.

On May 8, 2013, Tishan D. Smith was arrested after an investigation by the Violent Crime Initiative and
Roxbury Township Police Department determined that he was allegedly distributing large amounts of cocaine from his home in Dover, N.J. A search warrant was executed at the home that resulted in the seizure of approximately 7 ounces of cocaine, illegal narcotics manufacturing equipment and a loaded semiautomatic handgun.

On July 18, 2013, members of the Violent Crime Initiative and the Dover Police Department located and arrested Tyrone Wilfong, a violent fugitive wanted for failing to appear at his sentencing for Aggravated Assault on Police, Resisting Arrest, Obstruction of Justice and Hindering Apprehension. Due to his status as a fugitive violent offender, he became the focus of the Violent Crime Initiative.
